P&Z Approves Two Sandy Hook Resubdivisions

The Planning and Zoning Commission (P&Z) has approved two resubdivisions of land in Sandy Hook for Blakeman Construction, LLC, representing 15 building lots in the sprawling Rollingwood residential development, which has been under construction for the past decade.

The Rollingwood project extends from New Lebbon Road westward to Toddy Hill Road.

In one application, P&Z members May 3 voted 4-to-1 to approve resubdividing a 37-acre parcel which lies to the east and west of Marlin Road into 12 lots. Voting in favor of the resubdivision were P&Z members Stephen Koch, Lilla Dean, Robert Poulin, and Anthony Klabonski. Member James Boylan opposed the resubdivision.

In considering the resubdivision application, P&Z members discussed issues including a stormwater detention pond on the site and soil excavation.

In approving the 12-lot development, P&Z members placed many conditions on the project. Blakeman will be required to place a $114,000 performance bond on the resubdivision construction work.

The conditions of approval involve the placement of trees; driveway construction; open space areas; land grading; recreational trails; soil stabilization; sedimentation control; firefighting water supplies; landscaping; public access to open space; parking facilities; and trail markers.

Blakeman must provide documents describing recreational trail easements to be created for the benefit of the Newtown Bridle Lands Association, Inc., and the Newtown Bridle Lands Trust. The trust is a subsidiary of the association. The groups promote horseback riding and general passive recreational uses of open space land.

In the other resubdivision application, P&Z members unanimously approved Blakeman’s application to resubdivide the 12-acre Lot 81 at Rollingwood into three building lots. The land is off New Lebbon Road.

The P&Z is requiring Blakeman to post a $33,950 performance bond for the project.

Conditions placed on that approval concern the placement of trees; firefighting water supplies; the installation of lot monuments; drainage; slope easements; and driveways.

Voting in favor of the application were Mr Koch, Mr Boylan, Ms Dean, Mr Poulin, and Mr Klabonski.

Blakeman now has two additional resubdivision proposals for Rollingwood totaling 21 lots pending before the Conservation Commission.

In one of those applications, Blakeman is seeking a 17-lot resubdivision of Lot 65 and Parcel 2 in Rollingwood. The land is off Marlin Road and Hoseye Coach Road. The development proposal would require the construction of one-half mile of roadway.

In the other application, Blakeman seeks to resubdivide a section of Lot 65 into four other lots. The land is off Marlin Road.
