Carney Named Acting Police Captain

The Police Commission has named Owen Carney to serve as acting captain of the

police department while Captain Michael Fekete is off on leave.

Following an executive session Tuesday night, Police Commission members

unanimously voted to name Carney acting captain retroactive to July 1.

The commission had named Carney the department's permanent captain on July 1,

but rescinded that action Tuesday due to procedural concerns stemming from the

recent reconfiguration of the police department's operating budget accounts.

Carney, 46, has served as a police officer at the department for more than 25

years.

Carney has headed the department's special investigations unit as a lieutenant

for the past nine years. Before becoming a lieutenant, he served as a

sergeant, detective, and patrol officer.

While serving as an acting captain, Carney will be working in the areas of

budgeting, scheduling, and hiring. His duties will involve long-term planning

rather than the day-to-day operations of the department.

Carney said he expects that working on police department budgeting will be

interesting, noting the work will be on a broader scale than some budgeting

work he has done for police grant applications.

Carney said Wednesday he looks forward to his change in duties. He said he

also looks forward to working day shifts instead of a varying schedule.

Carney did graduate work in leadership training, organizational

communications, and profiling at the FBI National Academy.

He has a bachelor's degree in justice and law administration from Western

Connecticut State University in Danbury and an associate's degree in criminal

justice administration from Mattatuck Community-Technical College in

Waterbury.

Carney is a member of Hiram Lodge No. 18 of Ancient Free and Accepted Masons

in Sandy Hook and a member of the ways and means committee of Newtown

Congregational Church. He has participated in various civic organizations.
