Board of Education Approves Bid for HOM Expansion

BY JEFF WHITE

The bids came in at 2:00 pm Tuesday for the Head O'Meadow alterations project,

and by the end of its special meeting that night, the Newtown Board of

Education approved H&Y Construction Company of Brookfield's bid to perform the

renovations.

According to Director of Business Ronald Bienkowski, there were five bids for

the project, and H&Y Construction came in with the lowest estimate.

In addition to preparing cost analysis spreadsheets, Mr Bienkowski performed

an extensive background check on H&Y Construction to ascertain exactly what

experience the company has had with projects of similar size to Head O'

Meadow.

Mr Bienkowski reported that H&Y Construction is currently involved in a $1.1

million project at the Northfield Church in Weston. They have been involved in

residential construction in the $600,000 to $800,000 price range, and held a

commercial contract with St Vincent's hospital in Bridgeport for two separate

construction projects.

"They are excellent contractors, and we're extremely satisfied," said Wilton

Supertintendant for Buildings and Grounds Jim Cross, regarding H&Y

Construction's work on Wilton High School in 1996. The company worked on a

multipurpose lab enterprise for the science wing, and had it ready for the

opening of school. As a result, Mr Cross has hired them for other

miscellaneous jobs around the district.

"They deliver on time and within budget, they're professional, proactive

contractors," he added. "They have established a high level of trust in this

town."

Most of the references indicated that H&Y Construction completed projects

ahead of schedule, according to Mr Bienkowski, and the company was reported to

be confident that most of the construction on Head O' Meadow would be

completed this summer.

The construction at issue is mainly an extension to the existing kindergarten

area of the school. Head O' Meadow currently fits two kindergarten classes in

one room, and issues of space constraints have come up in the past.

"I was very pleased with the results of the reference checks, so on that basis

I have no reservations in recommending [H&Y] for the Head O' Meadow project,"

Bienkowski said, describing the process as "a good bidding result."

H&Y's estimate for construction cost for the Head O' Meadow project was

$684,500, which Mr Bienkowski thought would fit the original budget of

$834,700 the Board of Education asked the town to appropriate.

Upon acceptance of H&Y Construction as the company to perform the work on Head

O'Meadow, the issue went before the Legislative Council on Wednesday night for

final approval of funding for the project.

The Council approved funding, but only for $774,000 of the proposed $834,700,

saying that the balance had already been paid out in the form of architectural

fees.

The project is scheduled to break ground next week.
