P&Z Approves Four-Lot Narrangasett Estates

Following an initial rejection, Planning and Zoning Commission (P&Z) members
have approved Narragansett Estates/East, a four-lot residential subdivision on
8 acres on Narragansett Trail in Sandy Hook.
P&Z members unanimously approved the development plan at a September 10
session.
Among the conditions of approval, the P&Z is requiring the applicant, PSD
Partnership, to post a $44,000 construction performance bond.
P&Z member Daniel Fogliano noted that PSD Partnership has provided adequate
open space land in the subdivision and has provided engineering computations
on excavation work to be done at the site. Also, he noted an underground tank
to store water for firefighting will be installed.
In May, the P&Z rejected an earlier version of Narragansett Estates/East,
citing problems with the project and objecting to the amount of sand and
gravel that PSD wanted to remove from the development site.
In June, PSD received P&Z approval for the nearby Narragansett Estates/West
involving the creation of 7 house lots on 11 acres on Narragansett Trail.
Both the Narragansett developments join the nearby 15-lot Whispering Pines
development on Miya Lane for which PSD gained P&Z approvals in 1997.
Whispering Pines, which has since been renamed Miya Lane, was the subdivision
proposal which ignited public controversy over how much earth material could
be removed from a site to prepare it for construction. The Whispering Pines
project involved the removal of almost 40,000 cubic yards of earth material.
That controversy led to the P&Z enacting strict limits to earth removal from
subdivisions.
The Whispering Pines project led to the formation of the Newtown Neighborhoods
Coalition, a citizens group concerned about the rapid pace of residential
development.
With the approval of both Narragansett developments and Miya Lane, PSD has
received approvals for 26 residential lots in the area of Miya lane and
Narragansett Trail.
