Fuel Company Owner Arrested

Over Prepaid Contracts

HARTFORD — The Department of Consumer Protection (DCP), working with the East Haven Police Department and the State’s Attorney’s Office in New Haven, as part of an ongoing investigation, has arrested Joseph Reynolds, owner of Accurate Heating and Cooling, Oil Co. LLC, of East Haven, according to DCP Commissioner Edwin R. Rodriguez. Mr Reynolds was charged with second-degree larceny for failure to deliver heating fuel to customers who had prepaid contracts with his company. 

“Mr Reynolds fraudulently attempted to sidestep his obligations to his customers and the State of Connecticut, and did not make good on his obligations,” Commissioner Rodriguez said. “It became apparent during our investigation that Mr Reynolds did not prepurchase the heating oil for which he sold contracts. This is a form of stealing and violates Connecticut law.  I am committed to take strong action against this type of crime. Our intent is to seek restitution for the victims and to deter other dealers from engaging in these practices.”

Numerous Accurate Heating and Cooling customers have complained to the Department of Consumer Protection that the company was not delivering heating fuel or providing other services for which they had prepaid. Accurate Heating and Cooling has since filed for bankruptcy protection.

Commissioner Rodriguez has asked the Office of Attorney General to represent consumers’ interests in the bankruptcy proceeding as well as to pursue whatever civil legal remedies are necessary to protect the interest of consumers.

“I am unhappy to see this company fail, its customers left uncompensated, and its owner facing criminal charges,” Mr Rodriguez said. “However, I have an obligation to ensure that customers who purchase fuel, particularly seniors on a fixed income, get the fuel owed to them. I am extremely grateful for the support that has been provided by both the East Haven Police Department and the Office of the Chief State’s Attorney.”

“Consumers deserve to receive full value for their dollar, particularly when fuel prices are so high,” the Commissioner added. “It’s time for Mr Reynolds to face the consequences of his actions. Our commitment to fair trade practices demands it.”
