Name: Kadri Graffeo

Family information: Married to my husband Anthony and we have four boys together between ages 11-21.

How long have you lived in Newtown: 19 years.

Educational information: Associates degree in business administration and marketing.

1. What is the most critical issue facing Newtown today? The most critical issue facing Newtown today is managing growth in a way that protects our town’s character while keeping taxes fair and sustainable. As a member of the Board of Assessment Appeals, my priority would be to ensure every property owner is treated with fairness, accuracy, and transparency in the assessment process, so that the tax burden is shared equitably as our community grows.

2. What is the single most valuable skill or talent you can offer to the community? The most valuable skill I bring is the ability to listen with empathy and find fair, practical solutions. As an immigrant from Estonia, a longtime Newtown resident, a mother of four boys, and an experienced realtor who has bought, sold, and renovated many homes, I understand both the challenges and dreams of families in our town. My creativity, hard work, and compassion allow me to approach each appeal with fairness and care for the community I’ve called home for 19 years.

3. If elected, how will you apply that talent or skill to best address the critical issue you identified in Question #1? If re-elected, I will apply my ability to listen with empathy and find practical solutions to ensure that every property owner is treated fairly and transparently in the assessment process. As Newtown continues to grow, accurate and equitable assessments are critical to keeping our taxes fair and our community balanced. My background as a realtor and longtime resident gives me both the knowledge and the compassion to make decisions that protect homeowners while supporting the town’s future.

EDMOND TOWN HALL BOARD OF MANAGERS

Name: Melanie Mattegat

Family Information: Married my husband, Jay Mattegat, who is fourth generation Newtown, in 1982. Went on to have two children, Lauren J. Mattegat Morehouse and Jacey Kathryn Mattegat. We are also the proud grandparents of Madison Jean and Matthew George Morehouse.

I am the current owner of Julie Allen Bridals, here in Newtown. Our business originated in 1970, and my husband and I took ownership in 1990. We moved the business to where it now resides at 154 South Main Street.

How long have you lived in Newtown: I have been a long time resident of Newtown, since 1969. Since being able to register with a political party at the age of 18, I am a registered Republican.

Educational Information: Graduated Newtown High School in 1975, graduated from Post College with an Associate’s Degree in Fashion Merchandising in 1977, and went on to further my education at UCONN in Storrs, Conn.

Occupation and Employer: I currently reside as vice president of the Board of Directors of Nunnawauk Meadows, Newtown’s House for The Elderly and Handicapped.

I am looking forward to joining the Edmond Town Hall Board of Managers, and hopefully, bringing my years of business experience and my interactions with the public will benefit the position.

1. What is the most critical issue facing Newtown today? The biggest problem I see in Newtown is taxes. It has become a very expensive town to live and own a business in.

2. What is the single most valuable skill or talent you can offer to the community? I’m hoping that my 56 years of being involved in business and with people will contribute to the already great slate of managers at The Edmond Town Hall.

3. If elected, how will you apply that talent or skill to best address the critical issue you identified in Question #1? I will not be able to do anything about taxes, but I’m hoping my time contribution will help all the functions available at The Edmond Town Hall be even more enjoyable.

Occupation and Employer: Retired from Goldman Sachs two years ago as a vice president/wealth manager after spending 52 years in the financial services industry involved with investments, insurance, and financial planning.

1. What is the most critical issue facing Newtown today? The most critical issue facing Newtown today is how to continue to provide the quality governmental and educational services that people expect and deserve while still keeping our local property tax burden at a reasonable level so that people can still afford to live here.

2. What is the single most valuable skill or talent you can offer to the community? The single most valuable skill or talent that I can offer the community is my experience obtained from my 42 years in Newtown elected offices, including 14 years on the Board of Selectmen (ten as First Selectman); 14 years on the Board of Education (four as Board Chair); six years on the Zoning Board of Appeals; and the last eight years on the Edmond Town Hall Board of Managers.

3. If elected, how will you apply that talent or skill to best address the critical issue you identified in Question #1? I will use my experience to continue to help the Board of Managers to try to make the Edmond Town Hall self-sustaining to lessen the need for tax dollars, while making it the go to place to enjoy quality entertainment for all ages.

1. What is the most critical issue facing Newtown today? Cost of living. There is no way around it in Connecticut, local taxes provide the majority of local government income. Our management of those funds has to ensure we provide the services needed across the community. As costs for those services have gone up, we must continually evaluate needs to avoid over-burdening taxpayers.

2. What is the single most valuable skill or talent you can offer to the community? Through my time serving on local Boards, I have become practiced in approaching each issue with a broad view, to assess the details and consider the input of others before coming to a conclusion about what I believe is best for Newtown.

3. If elected, how will you apply that talent or skill to best address the critical issue you identified in Question #1? As Chair, I work to ensure all Legislative Council Members understand the process and issues, and have a chance for input during debate. Being fully informed on items brought before the Council, including thorough review of Budget Books, Ordinances, and financial transfers, is the best way to ensure that a Legislative Council Member can be responsive to the needs of the community.

How long have you lived in Newtown: Just over four years. After living in Stamford, Darien, Westport, and Fairfield, we made Newtown our home because we believe it’s the best place to live in Connecticut.

Occupation: CFO of Sterling Transportation. Former technology stock investment strategist. In recent years, I’ve helped position growth companies in investment management, biopharmaceuticals, and logistics for success with potential customers, collaborators and investors.

1. What are the most critical issues facing Newtown today? Affordability tops the list. The tax burden falls disproportionately on residential homeowners, making it harder for young families to settle here and for seniors to age in place. We’re also seeing a troubling pattern of reactive governance — what I call a “whack-a-mole” approach. Short-term fixes and election-cycle thinking won’t solve long-term challenges. Newtown needs leaders who prioritize strategic planning, fiscal discipline, and sustainable outcomes.

2. What is the single most valuable skill or talent you can offer to the community? I bring fresh perspective and a collaborative mindset. I didn’t grow up in Newtown — I chose it. And when I commit to a group, I bring my full energy, focus, and accountability. I believe positive leadership is contagious. I take responsibility for helping teams become more productive, more thoughtful, and more united. Whether it’s the Economic Development Commission, the Lions Club, or my workplace, I show up ready to listen, contribute, and elevate the conversation.

3. If elected, how will you apply that talent or skill to best address the critical issue you identified in Question #1? I’ll apply that collaborative spirit and strategic mindset to every interaction — with residents, commissions, and fellow council members. I’ll push for long-term planning that protects affordability and improves quality of life. I’ll work to make town government more responsive, more transparent, and more engaged. My goal is simple: to help Newtown become a place where people feel heard, supported, and proud to call home.

1. What is the most critical issue facing Newtown today? How to make Newtown affordable for everyone, so that young people, families, seniors, teachers, and first responders can afford to live and work here, while continuing to fund our excellent schools.

2. What is the single most valuable skill or talent you can offer to the community? My most valuable skill is relationship building. My three previous terms on the Legislative Council have given me special experience on how to effectively make policies to help our constituents. I was honored this term to be Vice Chair of the Legislative Council and to Chair the Ordinance Subcommittee, where this relationship building was crucial. I believe this strength extends itself to reliability and showing up in ways both big and small.

3. If elected, how will you apply that talent or skill to best address the critical issue you identified in Question #1? To solve this challenge, we need to listen to our voters to make the best decisions for all our constituents. I am proud to see that civic engagement across all issues has been growing and it is important to use this energy to inform our choices.

1. What is the most critical issue facing Newtown today? I believe that affordability is the most critical issue facing Newtown today. This is driven on the budget side by a tax base that relies more heavily on residential dwellings than that of comparable Connecticut towns. It’s also driven on the housing side by a lack of inventory of housing for growing families, particularly those just starting out. As a lifelong Newtowner, I do not want to see our community turned into an urban center that fundamentally alters its character; however, we also need to recognize the need for responsible development that grows our commercial and industrial tax base and promotes housing that meets the needs of our residents.

2. What is the single most valuable skill or talent you can offer to the community? I bring a data-driven, analytical mind to solving problems in Newtown. I have a degree in science and taught middle school science for a decade; I know how to interpret data in order to draw conclusions. Now that I have transitioned out of the classroom, I am working as a data engineer. I know how to identify the data we need and use it to guide sound decisions. I believe decisions need to be made based on evidence, not feelings.

3. If elected, how will you apply that talent or skill to best address the critical issue you identified in Question #1? I would continue the work I started when I served on the Legislative Council from 2016-2022. When I was on the Legislative Council, I critically examined the town and school budgets down to the line item. Often, this would involve comparing our budget to those of other municipalities in the state, a task that sounds easier than it tends to be. It would also involve pulling apart the budget and making forecasts based on trends in the data. Above all, it would require using that data to project the financial health of our town not just in the next fiscal year, but in the next decade and beyond.

I am a lifelong Newtowner raising children whom I hope will grow to become the future leaders of our community; I want to ensure that we leave Newtown in a place where it is safe and affordable and maintains all the qualities that make me want to continue to call it my home.

Name: Michelle Embree Ku

Occupation and Employer: I help prepare summaries of science in support of new drug development. I am employed by Atrium.

1. What is the most critical issue facing Newtown today? The most critical issue facing Newtown today is managing responsible growth while ensuring our infrastructure — including roads, schools, and water supply — can support it. Property owners should be able to use their land as zoned. At the same time, development must be sustainable and not compromise public services, safety, or the environment.

To achieve this balance, we need transparent processes that invite public input and reflect the long-term interests of Newtown residents. As more development is proposed, keeping the community informed and engaged is essential — and that starts with a stronger commitment to open, timely communication from town leadership.

Transparency must extend beyond planning and zoning. Whether it’s informing residents of when services will be restored after a storm or understanding what will be discussed at a public meeting, residents deserve clear, accessible information from their local government.

2. What is the single most valuable skill or talent you can offer to the community? The most valuable skill I bring is the ability to communicate effectively and listen with understanding. I believe strong communication is the foundation of public trust. Residents need to be heard, respected, and informed — especially when decisions are being made that impact their neighborhoods, their schools, or the environment. I believe strongly in creating open lines of dialogue so that everyone in the community has an opportunity to contribute.

3. If elected, how will you apply that talent or skill to best address the critical issue you identified in Question #1? If elected, I will continue to listen to residents about their concerns. I will work to strengthen transparency and improve the flow of information between the town government and the public. Newtown thrives on the volunteerism of residents who serve on commissions and boards. A clear ordinance that outlines expectations for meeting conduct would make it easier for the public to understand how to participate. There are more than 40 boards and commissions listed on the town website — each one with different practices. Consistent procedures would set expectations for how information is shared in advance of meetings, how public input is handled, and how residents can stay informed throughout processes. Better communication leads to better decisions — and a more engaged, empowered community.

1. What is the most critical issue facing Newtown today? Newtown is at a crossroads economically and developmentally. Growing up in town in the 1970s and ‘80s I remember so many more dirt roads and farms. Many of those open fields now sprout houses instead of corn, and we face the prospect of hundreds of apartments being built across our community. Each housing proposal will be judged on its own merit, but in the meantime our town government must prepare for the impact on our roads, emergency services, schools, businesses, and the overall character of Newtown. This will take intense and thoughtful planning, and it must start now. We all want the best schools for our children; our roads to be paved; and our police, EMTs, and firefighters to respond when we dial 911 in an emergency. All this costs money, and increasingly it has become more difficult to find that delicate balance between providing the best services and maintaining affordability. I have served on the Board of Finance and have spent the past four years on the Legislative Council. As Chair of the Council’s Finance Subcommittee for the past two years, I have worked with fellow Council members to identify areas in our town government where we can operate more efficiently. I pledge to continue to work as hard as possible to find more ways to economize if I am re-elected. It is very important that we continue to deliver the highest quality services to taxpayers at the fairest possible price. I am completely invested in Newtown and want nothing more for it to continue to be a desirable and affordable place to live and work.

2. What is the single most valuable skill or talent you can offer to the community? My experience in our local government and my willingness to listen before I form an opinion. I am a two-term member of the Legislative Council and have been through several budget cycles on the Council and as a member of the Board of Finance before that. I know how the process works and am comfortable with it. As strange as it may sound I enjoy reading our 270+ page budget books every spring during budget season. I literally dissect every line with an eye toward finding efficiencies. Constituents in District 1, which I represent, and throughout our town are not shy about giving me their opinions and I really appreciate that. These opinions help me form my own positions, and I always vote from the perspective of, “Am I doing the right thing for Newtown?” I work very hard between Council meetings to research issues and to talk to people. I pledge to continue to be open to any and all ideas, regardless of anyone’s party affiliation. What matters most is that we continue to act in the best interests of our community.

3. If elected, how will you apply that talent or skill to best address the critical issue you identified in Question #1? No one likes to pay taxes. I don’t and you don’t, but we must. Again, being a listener and open to ideas, I want to hear from more residents about what they value as far as services and how we can be more efficient as a community so we can keep our tax rate stable. I invite anyone to sit down and talk to me about this so I can learn what matters to you and what you like and don’t like about Newtown. I will use my experience in local government and my ability to work with people from any party affiliation to continue making our community a wonderful place to live, just like it always has been.

1. What is the most critical issue facing Newtown today? Having previously served on Planning & Zoning and currently on Board of Education, a common theme I hear about is affordability. Newtown’s cost of living is approximately 25% higher than the national average, and while certain costs, such as housing and utilities, are subject to market demand, the costs we can control are the Town’s municipal and education budgets. We must demand fiscal responsibility to ensure that our tax dollars are spent wisely and efficiently to ensure the highest return on investment.

2. What is the single most valuable skill or talent you can offer to the community? In my professional life, I have been fortunate to have the ability to both practice law and plan and manage budgets for a global Legal & Compliance function. As such, I have a unique skill set that allows me to offer comprehensive legal analysis and analytical thinking coupled with a budget-minded eye.

3. If elected, how will you apply that talent or skill to best address the critical issue you identified in Question #1? Having served on a Town Board or Commission for the past four years, I will use my legal and budget planning skills to demand accountability and fiscal responsibility in the Town’s municipal dealings. My overarching goal is to ensure that Newtown remains safe, affordable, and family-friendly.

The most critical issue facing Newtown which will come before the Legislative Council is balancing the cost of funding quality municipal services and our education system in our budget while keeping taxes to a level where Newtown remains affordable for families to live and thrive.

2. What is the single most valuable skill or talent you can offer to the community? I am collaborative and support ideas based on their merit, not their origin. This approach leads to trusting working relationships, creating an environment for learning and growth.

3. If elected, how will you apply that talent or skill to best address the critical issue you identified in Question #1? During my four years on the Legislative Council, I have demonstrated an ability to engage in thoughtful debate and vote on matters based upon their merit. If re-elected, I will continue to engage with all members of the Legislative Council to explore opportunities to curb spending while supporting our schools, expansion of open space and advancing road maintenance.

How long have you lived in Newtown: I attended elementary through high school in Newtown, and have lived here off and on since graduating. I have been back in town since late 2020.

Educational information: I have a BFA in Cartooning from School of Visual Arts in NYC, an MFA in Creative Writing from Emerson in Boston, and a TEFL Certificate from TEFL Costa Rica to teach English as a Foreign Language.

Occupation and Employer: I work in Reference and Adult Programming at C.H. Booth Library in Newtown.

1. What is the most critical issue facing Newtown today? I believe that the most critical issue facing Newtown is also one of our greatest assets: we are always expanding and changing as a town. We want businesses and developments to grow with our community, but the welfare of our residents must always be the focus. Smart, careful development that benefits the people of Newtown without increasing our traffic requires a delicate balance that I believe needs to be prioritized.

Having grown up here, I have seen how the town has changed in a lot of great ways. But it has also become cost prohibitive for young families and for our teachers and town employees. The cost of living is high everywhere now, but with the right development, we can ensure that Newtown remains a great place to live for all generations.

2. What is the single most valuable skill or talent you can offer to the community? In my time at the library, I have had the opportunity to work in a number of roles: as an English language teacher, Nonprofit Council Coordinator, Reference librarian, and as an Adult Programmer. Through these positions, I have been able to work with many different facets of our town, and to learn about the people and organizations that make up the fabric of our community: to hear, and to help, with the different struggles people face. These experiences have made me become a good listener as well as a problem solver.

3. If elected, how will you apply that talent or skill to best address the critical issue you identified in Question #1? If elected, I will focus on the best ways to make Newtown affordable again. Our taxes should be targeted towards supporting our schools, our seniors and our institutions, but we need to keep them to a level that is not oppressive to the rest of the people in our town. I know from my own experience, and what I hear from the different groups I work with, that we love this place, but it is becoming harder and harder to remain here. We do not want to lose what makes Newtown special: the intricate tapestry of residents that call this place home. I know that Newtown can be the same safe and inviting place, full of opportunity, for new families that it was for my own family thirty years ago. It’ll take work, but that’s what I’m here for.

1. What is the most critical issue facing Newtown today? The single most pressing issue facing my constituents is local taxes, and in the past, I have asked the tough questions of the town departments about their budget requests to ensure the Town is making good use of its resident’s tax money and not over taxing or spending wastefully.

2. What is the single most valuable skill or talent you can offer to the community? Reason — I can listen to the needs of the community but also help balance the ability to pay for the future projects of the community.

3. If elected, how will you apply that talent or skill to best address the critical issue you identified in Question #1? I will continue to scrutinize the budget to ensure that we are getting the best value for your dollar. We need to ensure that there is a plan to keep our taxes affordable, reasonable development and good schools for the future of our community.

1. What is the most critical issue facing Newtown today? Balancing the needs and wants of our community to maintain the character of our beloved town while facing some steep financial challenges.

2. What is the single most valuable skill or talent you can offer to the community? I excel at analyzing evidence and critically evaluating complex issues before making informed decisions. What does that look like in our town government? The Legislative Council determines the town budget, a lengthy process where we strive to balance voter participation and opinions within the confines of our finances. We also monitor the town government as a whole. I sit on the Ordinance Committee and chair the Municipal Operations Committee. Both of these require me to consider multiple perspectives and find solutions. A recent issue before the Ordinance Committee involved the disposition of real property. The committee researched and deliberated before recommending some language changes to the existing ordinance to clarify the steps and role of the First Selectman when town property is sold.

3. If elected, how will you apply that talent or skill to best address the critical issue you identified in Question #1? I will use my ability to respond to and resolve difficult community problems like our revenue deficit and increasing expenses to find alternative solutions when our resources are scarce or situations are difficult. I am an out-of-the-box thinker who is not afraid to ask difficult questions of our government to ensure the best possible outcomes for our town.

The most pressing challenge facing Newtown today is finding the right balance between affordability, fiscal responsibility, and meeting the needs of our residents. There needs to be smarter development so that young adults, working families and those looking to downsize can all call Newtown home. As losing federal funding is going to impact all aspects of our lives, we need to ensure that town services are utilizing tax funds responsibly.

2. What is the single most valuable skill or talent you can offer to the community? I am an active listener and will continue to hear and act upon resident’s concerns. When people came out with concerns about losing the elementary Spanish programming, I proposed restoring those funds and was defeated by the Republicans who had not recommendations for the school system other than furthering cuts to the Superintendent’s proposed budget. When people came out to express their concerns with the First Selectman’s attempt at limiting assembly to those who could pay for police security, I heard those concerns and voted to protect those rights.

I will continue to listen to our residents and their concerns with how the town is moving forward. I will continue to defend our resident’s rights despite the MAGA assault that is coming into town from national issues.

Conversely, having a parent who is retirement age, I am acutely aware of the challenges she faces living on a fixed income with the ever-rising cost of living.

Running a town is like running business except the revenue for the most part comes from the taxpayers. I believe there is a lack of insight and compromise for broadening our tax base and trying to take the burden off the taxpayers. The town is exposed to legal risks and an unsustainable tax burden. We need people who can think critically and put their political agenda aside for the betterment of Newtown.

2. What is the single most valuable skill or talent you can offer to the community? As a chief operating officer, I was responsible for negotiating contracts and making smart business decisions. Both skills combined with my creative side translate uniquely to managing the town affairs. I am always trying to find compromises when navigating the complex issues that come before the council. Essentially what I can offer to the community is transformative leadership, always keeping the residents of Newtown best interests at heart.

If elected, as it applies to my answer in #2, I will continue to apply my corporate insight to find ways to make Newtown better, more affordable, and more efficient. I also believe in outstanding education that focuses on the core subjects rather than social issues. Right now, we are taxing the senior citizens out of Newtown. Over the last two years, the democratic-led council passed some of the largest tax increases in years. I voted for a smaller, more responsible increase. I believe Newtown deserves leaders who will put residents first by scrutinizing every budget and making smart choices that protect taxpayers. Newtown families are already stretched by record inflation, some of the highest electric rates in the country, and now a 6.72% tax increase — one of the largest in recent history that I had voted against. We know that the number of families that are delinquent on their taxes has been increasing and more and more families are relying on the local food banks to get by.

2. What is the single most valuable skill or talent you can offer to the community? I bring nearly 40 years of experience in supply chain, a non-revenue generating function, where I managed large budgets across transportation, warehousing, and inventory. I negotiated transportation contracts ensuring they were cost-effective yet reliable, managing billions in inventory to maintain high cash conversion rates, and optimizing warehouse space without sacrificing service quality.

If elected to a second term, I will continue to fight for fiscal responsibility. As in my professional career, I bring a disciplined, results-oriented mindset to my role on the Legislative Council. In the Planning & Zoning area, our ability to balance necessary residential and commercial growth while maintaining the look and feel of the community that brought so many of us to Newtown in the first place. We also have to help the community better understand how our decisions are made. A lack of public confidence is not good for anyone.

2. What is the single most valuable skill or talent you can offer to the community? As a corporate lawyer (and as a community volunteer), I have spent my career rolling up my sleeves and trying to forge consensus, in both business and in government. I also have two years as an Alternate on the Commission and time on the Fairfield Hills Authority and I know how the Town government and the planning process works.

I think the vast majority of the community agrees we need to do something to free up a “stuck” housing market and encourage more local businesses. Change is necessary and inevitable, but it’s hard to agree on alternatives and any change is hard to execute. We need informed discussion and good, local solutions. I will apply all my experience and knowledge to those problems. We need Commissioners who show up to meetings ready and prepared, who understand the process and who have ideas for improving it, who can communicate issues and alternatives to the public, and who aren’t afraid to listen and learn from criticism.

Increasing costs and inflation have made Newtown out of reach for many, pushing seniors out and creating a barrier to entry for the young. Our community needs to find a financially feasible housing solution that reflects the look and feel of Newtown.

2. What is the single most valuable skill or talent you can offer to the community? As a real estate development professional, I have the ability to negotiate joint venture opportunities between the private and public sectors. My experience in large-scale project finance and contract bidding would support the implementation of Newtown’s Master Plan. As we focus on solving our affordable housing dilemma, we need to utilize local resources and skillful communication to present acceptable alternatives to our taxpayers.

We need to lean into solving our economic development and growth plans for the future of Newtown. Legislative Council, the Board of Selectmen, and the Board of Finance are occupied for more than six months each year with annual budget approvals, and taxpayer resistance. Our elected officials need a more streamlined process so that they can engage in future planning and creative problem-solving. As a member of Planning and Zoning, I hope to work cooperatively with our Economic Development Board to attract joint venture projects that point to a housing solution for our future residents. I am eager to get to work on a cooperative effort that includes the combined talents of our commissions and boards to reach consensus on a plan for growth that Newtown will support and can sustain.
