SHELTON â PHS Health Plans announced that Charles Nostrand of Newtown has been promoted to vice president, business analysis and integration, where he will be responsible for project management and vendor implementation for the Northeast Region of PHS Health Plansâ parent organization Foundation Health Systems.
Beginning his career with PHS Health Plan in 1986, Nostrand has served the organization in Network Management, Claims Operations and Information Services. Before joining PHS Health Plans, Mr Nostrand worked for the Westchester County Health Department in communicable disease control, where he was instrumental in patient outreach and education.

Mr Nostrand, 43, received his bachelor of arts degree in biology from Columbia University in New York City and his master of public health (M.P.H.) from New York Medical College. In 1992 he was recognized as a certified managed care executive by the American Association of Health Plans.
