A three-year study of juvenile delinquents done under the sponsorship of the Department of Justice found that the common problem was that the juveniles had never learned how to read. Forced to attend school, they became frustrated and found criminal ways to express their frustration.
A half-hour documentary has been produced on the problem of failure to learn how to read and a possible solution, the teaching of phonics.
âInside Educationâ will show the documentary âRetarding Americaâ on Charter Communications Public Access Channel 21 on Mondays at 1:30 pm and Fridays at 9:30 pm through January 14, on those days when permitted by the holiday schedule.
