A Visit From Two German Police Officers
B Y A NDREW G OROSKO
Andre Recht and Marko Fischer, two police officers from Hamburg, Germany, have
been checking out American police procedures and practices while on vacation
in Newtown.
Andre and Marko are the guests of Carol and Richard Recht of Tunnel Road.
On a visit to the police station this week, Andre, 24, and Marko, 22, compared
and contrasted police practices in Germany and the United States with Police
Chief James Lysaght, Jr.
There are strong similarities among police officers across the world, the
chief said. All officers are human beings who use their heads and hearts in
dealing with other people, in the hope that they don't have to use their hands
to resolve problems, he said.
Although the specific procedures employed by police officers across the world
may vary, their goals are the same, he said.
Law enforcement work tends to attract people who are service-oriented
individuals, according to Chief Lysaght.
Andre pointed out that the law enforcement agencies he's seen in the US tend
to operate more independently than those he has experience with in Europe.
Police officers in Germany are subject to more administrative supervisory
controls, he said. Before taking action, German officers commonly need more
prior approvals than American officers, he said.
American police departments appear to have more sophisticated equipment
readily available for their use, Andre said.
Lightweight body armor, such as Kevlar [T] vests, isn't available to German
officers, he said. What heavyweight body armor is available to German officers
must be purchased privately by them.
Although German officers carry Mace [T] tear gas, they don't have pepper
spray, he said.
The two young German policemen spend part of their time working at public
protests to control demonstrators.
Carol Recht, the visitors' hostess, said that while they have been in the
area, Andre and Marko have been fond of shopping, especially at New England
Uniform Company, a Danbury-based specialist in police uniforms.
And Andre reportedly has developed a fondness for a pastry not available in
Germany - doughnuts.
