Five Vying For Three Planning & Zoning Seats

Three of the five regular seats on the Planning and Zoning Commission (P&Z) are at stake in Tuesday’s municipal elections. The commission is one of the few town boards that actually have contested seats in this year’s voting.

Seeking reelection to the agency for four-year terms are Republican incumbents Stephen L. Koch of Sugar Lane, who is the P&Zs vice chairman, and a former chairman, and James J. Boylan of Concord Ridge Road.

Three Democrats are seeking regular four-year seats on the land use agency. They are incumbent regular member Michael B. Osborne of Zoar Road, incumbent alternate member Lilla J. Dean of Old Hawleyville Road, and newcomer John P. Cunnigham of Honey Lane.

The top three vote-getters of the five candidates will be elected.

Running for reelection to a two-year alternate member seat is Republican Robert G. Taylor of Mt Pleasant Terrace. Democratic newcomer Edward Ruddock of Ashford Lane also is seeking election to an alternate seat. Both candidates will be elected automatically.

On the P&Z, alternate members often have as much say as regular members in making development decisions, with alternate members many times casting votes on land use applications when regular members are not able to do so.

The P&Z has been a busy agency for the past several years, making many decisions on planning and zoning which affect the physical development of the town.

 One of the most rapidly developing communities in the state, for the past five years Newtown has found itself in a building boom, which has shown no signs of abating. Well over 1,000 new single-family houses have been built throughout Newtown during the past five years as new residents have moved to a town with relatively low new housing prices for the region, plus an inventory of land that allows construction on large lots.

Besides the large number of residential subdivision applications which P&Z members have handled, P&Z members have faced decisions on several on high-density residential projects involving hundreds of housing units –Walnut Tree Village, Newtown Village, The Homesteads at Newtown, and Avalon at Newtown.
