Town Police Arrest Three As Part Of Statewide Warrant Sweep

Newtown police said that after several months of planning, more than 90 municipal, state, and federal law enforcement agencies in the state conducted a "statewide warrant sweep operation" on July 18, during which 267 people who had outstanding arrest warrants pending against them were arrested by law enforcement agencies.

All crimes listed on the warrants were felony and misdemeanor violations of Connecticut state law. Newtown police used staff members of its patrol unit, detective division, traffic unit, and its school resource officers to apprehend the offenders both in Newtown and elsewhere. Town police described those three arrests.

Newtown police said that after learning that they held a warrant for his arrest, Scott Ostrosky, 43, of Sandy Hook turned himself over to them at the police station about 12:25 pm on July 18, and was charged with failure to respond to an infraction.

The original charge, to which Ostrosky has pleaded not guilty, stems from Ostrosky having received an infraction in 2015 from Monroe police for allowing a dog to roam. After processing, police released Ostrosky on $92 bail for an August 1 appearance in Connecticut Superior Court in Bridgeport.

Also, Newtown police said at about 9 am that same day, they went to the Stuart Drive residence of Newtown resident Earl Feistel, 61, and served him a warrant on a charge of second-degree failure to appear in court.

Police said they transported Feistel to Connecticut Superior Court in Danbury that day for arraignment on the charge. Feistel pleaded not guilty and was released on $500 bail for an August 8 court appearance. The underlying charges are three motor vehicle violations to which Feistel has pleaded not guilty.

Additionally, Newtown police said they traveled to New Fairfield about 9 am on July 18 and served an arrest warrant listing one count of sixth-degree larceny against Daniel Pannell, 32, of New Fairfield in connection with a past incident.

Pannell was released by police on a written promise to appear in court on August 1.
