Hit Utility Pole

Newtown Police report Charissa Phillips, 62, of Newtown, operating a 2007 BMW 328xi, was traveling eastbound on Toddy Hill Road on a straightaway at 4:15 am April 12. The vehicle crossed the double yellow line, ran off the roadway left, struck a stone wall and rolled over on its passenger side before striking a utility pole.

Phillips was transported to Danbury Hospital for suspected minor injuries. The vehicle was towed.

Phillips was issued a verbal warning for failure to maintain a lane.

Hit Guardrail And Bridge Barrier

Newtown Police report Ruben Rivera-Chicas, 21, of Bridgeport, operating a 2009 Honda Accord, was traveling northbound on The Boulevard at 3:44 pm April 20. Rivera-Chicas lost control of the vehicle and it collided with the guardrail on the southbound travel side. The vehicle traveled back into the northbound travel lane and collided with a concrete barrier of the bridge.

Rivera-Chicas was evaluated by EMS but refused transport. Three passengers denied any injuries and refused evaluation.

Rivera-Chicas was issued an infraction for operating without a valid license.

Avoided Wellness Check

Newtown Police report that at 10:33 pm April 20, officers were dispatched to a residence for a health and welfare check. The individual, Gregory Fotin, 27, of Newtown, left the residence in a motor vehicle prior to police arrival. Fotin was located in the area of the intersection of Boggs Hill Road and Hattertown Road. Officers attempted a traffic stop but Fotin failed to obey a police signal and engaged officers in pursuit. Officers immediately disengaged and did not pursue the vehicle. The vehicle was later located in the area of Route 302 and Sugar Lane and another traffic stop was attempted, this time successfully.

Fotin was found to be in good mental health, but was arrested for engaging in a police pursuit.

Fotin was released on a promise to appear with a court date of May 6 in Danbury Superior Court.

Threatening Charge Follows Collision

Newtown Police report that Sergio Silveira, 62, of Danbury, was stopped by Danbury Police for a traffic violation at 11:43 am April 21. A background check showed an active warrant for Silveira’s arrest for an incident that occurred in May 2024. Silveira was involved in a motor vehicle accident, where after learning the other party was contacting the police on the phone, Silveira allegedly reached into the vehicle and grabbed the female party by the arm, shaking her and yelling at her while her juvenile daughter was seated next to her. Silveira left the scene before police arrival. Silveira was charged with evading responsibility for injury or property damage, disorderly conduct, and second-degree threatening.

He was released on a $5,000 bond with a court date of May 6 in Danbury Superior Court.

Unsafe Passing

Newtown Police report Peter O’Connor, 62, of Bristol, operating a 2019 Toyota Camry, was traveling westbound on Wasserman Way at 7:47 am April 23. He was traveling behind a 2022 Peterbilt 389 tractor trailer operated by Daniel Butz, 47, of Sandy Hook. O’Connor attempted to cross the double yellow line to pass Butz, but due to oncoming traffic, O’Connor was forced to re-enter the westbound lane and collided with Butz’s vehicle.

No injuries were reported. Neither vehicle was towed.

O’Connor was issued an infraction for unsafe passing.

Hit Two Barriers And Sign

Newtown Police report Cynthia Rohr-Blyth, 66, of Monroe, operating a 2025 Honda CR-V, was parked in a spot of the Caraluzzi’s parking lot at 11:03 am April 24. Rohr-Blyth accidentally put her vehicle into drive instead of reverse when attempting to leave the spot, and ran over the concrete parking spot barrier, a sign designated for “curbside pickup), and then the concrete parking spot barrier for the spot in front of her.

No injuries were reported. The vehicle was towed.

No enforcement action was taken since the incident occurred on private property.

Two Warned For Passing On Right

Newtown Police report Evelis Garcia, 56, of Danbury, operating a 2010 Toyota Prius, was traveling southbound on Main Street at 7:59 am April 25. She was traveling behind a 2007 Buick Lacrosse operated by Emalee Renjillian, 25, of Newtown, and several other non-contact vehicles waiting to negotiate the intersection at the Flagpole. Evelis Garcia attempted to pass a stopped non-contact vehicle and several other vehicles by crossing over the solid white line right. Renjillian then attempted to pass the non-contact vehicle in the same manner and Garcia sideswiped Renjillian’s vehicle.

No injuries were reported. Neither vehicle was towed.

Garcia was found at fault and issued a written warning for passing on the right. Renjillian was also issued a written warning for passing on the right.

Backed Into Each Other

Newtown Police report Jessie Kianka, 38, of Sandy Hook, operating a 2023 Jeep Grand Cherokee, was backing out of a space in a lot on Farrell Court at 8:49 am April 25. Roseann Straubb, 77, of Sandy Hook, operating a 2021 Volvo Xc60, was backing out of an opposite space. Both vehicles backed into each other.

No injuries were reported. Neither vehicle was towed.

No enforcement action was taken since the incident occurred on private property.

Unlicensed, Uninsured, Unregistered

Newtown Police report officers were dispatched at 7:41 pm April 25 to Main Street on the report of a possibly intoxicated man stumbling around in the street. Upon arrival, the man was located and identified as David Martin, 42, of Danbury. Upon further investigation, Martin was placed under arrest and charged with operation of an unregistered vehicle, improper use of marker plates, illegal operation of a motor vehicle without minimum insurance, illegal operation of a motor vehicle while under a suspension, and driving under the influence of alcohol or drugs.

Martin was released on a $5,000 bond with a court date of May 6 in Danbury Superior Court.

Hit Oncoming Car

Newtown Police report Matthew Kear, 25, of Brookfield, operating a 2007 Audi A4, was traveling southbound on Hawleyville Road at 11:36 am April 27. Ryan Given, 46, of Brookfield, operating a 2020 Jeep Wrangler was traveling northbound on Hawleyville Road. Kear crossed over the double yellow line and struck Given’s vehicle.

No injuries were reported. Neither vehicle was towed.

Kear was issued a written warning for failure to drive right on a curve.

Vehicle Rolled Into Door

Newtown Police report Daevon Littlejohn, 22, of Bridgeport, operating a 2023 Ford Transit, entered a driveway on Newfield Lane to deliver a package at 1:30 pm April 27. Littlejohn did not put the vehicle in park, causing it to roll and strike a garage door on the property.

No injuries were reported. The vehicle was not towed.

No enforcement action was taken since the incident occurred on private property.

Backed Into Truck

Newtown Police report Daniel Rafael, 41, of Newtown, operating a 2005 Ford F150, was in a driveway on Hyvue Drive at 5:18 pm April 27. A 2020 Ram Promaster operated by Lewellyne Jones, 42, of New Haven, was parked in the same driveway. Rafael backed into Jones’ vehicle.

No injuries were reported. Neither vehicle was towed.

No enforcement action was taken since the incident occurred on private property.

Rear-Ended At Intersection

Newtown Police report Kayla Emmi, 18, of Sandy Hook, operating a 2013 Ram Truck 1500, was traveling on Pole Bridge Road at 8:29 am April 28. She was traveling behind a 2020 Kia Soul operated by Melissa Geser, 31, of Sandy Hook. Geser stopped at the stop sign at the intersection with Berkshire Road, and Emmi did not stop in time, rear-ending Geser’s vehicle.

No injuries were reported. Neither vehicle was towed.

Emmi was issued a verbal warning for following too close.

Harassment Charge

Newtown Police report officers responded to a local residence on a complaint of harassment and threatening on April 28. Following an investigation, Newtown Police arrested Lynsey Lotty, 46, of Shelton, and charged her with violation of a protective order and second-degree harassment. Lotty was released on a promise to appear with a court date of April 29.
