P&Z Has Question About Proposed Historic District
The Planning and Zoning Commission (P&Z) is seeking answers to some questions
about how the historic district proposed for the Main Street area would
function.
P&Z members February 15 briefly considered a report outlining a proposed
historic district in the town center, but stopped short of endorsing or
opposing the proposal due to a lack of information on the topic.
A historic district study committee has proposed historic district formation
to the Borough Zoning Commission. The borough zoners requested that the P&Z
review the matter and make a recommendation on it.
Several attempts to form a Main Street historic district have failed. The
latest proposal is a modified version of a proposed historic district that
failed to pass last year.
The report submitted to the P&Z provides reasons why its authors believe the
properties proposed for inclusion in a historic district warrant such a
designation. When properties are included in a historic district, certain
restrictions are placed on the appearance of the historic structures that are
visible from public ways.
P&Z alternate member Thomas Paisley said he considers historic district
formation a good idea.
P&Z member Todd Richardson, who owns property in the proposed district, said
he would abstain from voting on a recommendation to the borough zoners. Mr
Richardson said there's much public interest in historic district formation.
P&Z members' major questions about the proposed district focused on whether a
property owner would be able to get out of a district after his or her
property is placed in it.
P&Z Chairman Stephen Adams said he opposes historic district formation because
it amounts to yet another layer of land use regulations for property owners in
such a district.
P&Z members said they want a person well-versed with the historic district
proposal to answer their questions about it at an upcoming P&Z session.
