Says Assembly Ordinance 'Ill-Conceived'

The recent request by the Chief of Police to create a rally and march ordinance is ill-conceived, unwarranted and unnecessary. It does not appear that the police commission requested this ordinance to restrict rallies and sidewalk Marches, just The Chief of Police.
The right to assemble is a constitutional guarantee. Anything constructed to make it more difficult to have a sidewalk march or a rally on public property is an attempt to make free speech more difficult. Suggestions that recent rallies have burdened the police department overtime budget are ridiculous.
This years overtime budget is over $170,000 and $40,000 more than last years expenses, and add to that the department was granted additional headcount this year.
This feels strangely political! We certainly don't need another Book Banning episode in Newtown. The Legislative Council should stop this in its tracks.
