Charter Review Panel Will Start Work On December 7
The commission that has been formed to review the town charter will hold its
first meeting at 8 pm on Thursday, December 7, in the Old Courtroom, Edmond
Town Hall.
Legislative council appointed the 12-member Charter Revision Commission
earlier this month and directed it to look into 18 possible areas of change in
the existing town charter.
The commission includes six Republicans, five Democrats and one unaffiliated
member. Candidates were selected on the basis of resumes and interviews
conducted by a council subcommittee.
They commission members include Republicans Mae Schmidle, Russell Melita, Jim
Smith, Steve Koch, Michael Snyder and Barbara O'Connor. The Democrats are Ruby
Johnson, Brandt Schneider, Stan Karpacz, David Chipman and Ted Winokur. Greg
Bunger is the unaffiliated member.
According to state law, the commission must review the entire charter for
possible changes. However, the council also directed the commission to take a
look at 18 possibilities and report back on these issues.
Some of these questions included whether the term of office for local elected
officials should be four years instead of two, whether the town clerk should
be appointed rather than elected, whether the Board of Selectmen/Legislative
Council form of government should be scrapped in favor of a mayor/council or
town manager/council system, and whether the structure of the Board of
Education should be changed to give voters a real choice.
