P&Z Postpones Action

On Condo Complex

On March 15, Planning and Zoning Commission (P&Z) members postponed action on a controversial proposal to construct a 26-unit condominium complex on a 4.5-acre site at 95-99 Church Hill Road in Sandy Hook Center.

P&Z Chairman William O’Neil told residents who attended the P&Z session that the agency needed more time to formulate its motion for action on Dauti Construction, LLC’s, proposal for Edona Commons. The mixed-income complex would be located in six buildings on the steep, rugged site near Dayton Street.

Mr O’Neil said the town’s attorney had advised the P&Z that it had more time to act on the construction proposal.

On March 14, the Inland Wetlands Commission (IWC) had granted the developer a revised wetlands permit for the project. The IWC, however, has not granted the developer an aquifer protection endorsement due to insufficient information provided by the applicant.

Mr O’Neil said the P&Z plans to discuss the Edona Commons application at its April 5 session.

Based on comments made by P&Z members at a February 15 session, the P&Z appears ready to reject the project for variety of reasons. It would be the fourth time since 2003 that the P&Z turned down multifamily housing proposals for the site from the developer.

The Edona Commons proposal has drawn continuing strong opposition from nearby residents who have protested the project for many reasons. They charge that the project would create increased traffic in a congested area. They add that the site is an inappropriate place for high-density development. The opponents have become legal intervenors to the application.
