Mr. Trudell has already jumped through more hoops than he should have been required. Asking him to conduct any more tests is unreasonable and tramples on his rights as a landowner. He uses green building materials, champions solar panels, and knows how to use Connecticuts Affordable Housing Land use Appeals procedure to get around the NIMBY mob.
