System ReplacementThe Town of Newtown and itsWater & Sewer Authority (WSA) seek to engage the services of aprofessional engineering firm, licensed in Connecticut, to performinitial and final design; put out to bid; provide inspectionservices; provide construction management of and finally overseesystem wide commissioning and certification of meeting all federal,state and local government requirements for replacement of anexisting potable, public water system on the Town of Newtown,Fairfield Hills Campus.

Scope: The scope of workfor this project includes but is not limited to replacing all castiron (CI) and where necessary ductile iron pipe (DIP) with HDPE(high density poly ethylene pipe) or where practical and financiallydesired with slip streamed plastic liner. Replace all valves, asnecessary. Replace all fire hydrants not previously upgraded.Install new laterals to all buildings currently in use, if notpreviously replaced. Provide a curb box hook up valve for allunoccupied buildings for possible future use.The piping quantities noting thecurrent pipe sizes are approximately the following: 8” --6,800 LF; 10” - 5,500 LF; 12” - 2,000; 16” --2,200 LF. There is at least eight (8) hydrants needing replacement.Work will include the functional overhaul of Well #8 and completingan interconnection with Aquarion Water Systems. Final design mayrequire more than 18,000 LF of piping to accomplish all goals.

Funding: At the currenttime, all funding is Town apportioned ARP monies ($1,500,000) withany additional funding requirements provided by the WSA fund balance($1,000,000). Timely identifiable outside funding sources would bewelcome.

Special Conditions /Expedited Targeted Design: There currently is an EDA fundedsewer replacement project underway in the same area as this waterdistribution line replacement. It would be the hope of the Town thatthe portion of the design that would impact the existing parts ofthe sewer project could be let to bid in time so that street areasimpacted by both projects could be paved at the same time.

It is anticipated that theMandatory site visit and information session will be held at 10:00AM, on Thursday, May 19, 2022, in the Council Chambers of theMunicipal Center, 3 Primrose Street, Newtown, CT, 06470.

Final Proposal SubmissionDeadline No later than 11:00 AM, Tuesday, June 2, 2022: Finalproposals, which shall include as a minimum: list of similarcompleted projects; identification of personnel designated for thisproject; price proposals that include hourly charge for personneland project lump sum, will be submitted to the Office of the FinanceDirector, Town of Newtown Municipal Center, 3 Primrose Street,Newtown, CT, 06470
