Oil Spill More Severe Than Initially Thought

Black sedimentation fencing now rings the spot where environmental clean-up
crews excavated hundreds of tons of soil contaminated with home heating fuel
after an oil tanker truck crash at Fairfield Hills.
Excavators under the direction of American Environmental Technologies of
Bethel removed the gunky soil last week from an embankment along Mile Hill
Road at its easterly intersection with Nunnawauk Road. The accident occurred
February 17 in the vicinity of the Pootatuck Aquifer, a major underground
drinking water supply, which apparently was unaffected by the mishap.
Fortunately, the cleanup effort contained the oil before it reached any
drainage catch basins, according to William Halstead, chief of the Fairfield
Hills and Sandy Hook fire departments.
But unfortunately, such environmental cleanups are quite costly.
Police Sgt Henry Stormer, who is a deputy town fire marshal, said environmntal
workers have revised initial estimates of the cost to remove the contaminated
soil from the site and clean it upwards to more than $100,000.
Initially, offcials estimated the spill at several hundred gallons. They now
believe that at least 1,500 gallons of home heating fuel spilled from the
Trudeau Oil Company tanker truck. The truck lost its brakes and began rolling
down the steep Nunnawauk Road, crossed Mile Hill Road and struck an
embankment, disgorging its contents. The driver, Ronald Cisero, 38, of
Hitfield Road, jumped from the truck after it lost its brakes, ecsaping
serious injuries.
Sgt Stormer said the state will be reimbursed for cleanup costs by the US
Coast Guard's Federal Spill Recovery Fund. The US Environemntal Protection
Agency and the US Justice Department will then seek reimbursement from
Trudeau, Sgt Stromer said. The oil tanker truck wasn't insured against spills,
the sergeant said.
Sgt Stormer said the oil spill was one of the largest such incidents that he's
seen here. The accident resulted in police lodging a total of seven charges
against the driver and the oil company.
The investigation into the accident is continuing, he said.
