P&Z Considers 13-Lot Pond View Subdivision Plan

Planning and Zoning Commission (P&Z) members are considering a proposal to

create 13 residential building lots on 30 acres near the Monroe town line.

Pond View, LLC, presented plans for New England Heights, Section II, at a June

5 P&Z public hearing. The land proposed for resubdivision is off Great Ring

Road and Bradley Lane.

Attorney Bill Denlinger represented Pond View, LLC, at the P&Z session.

Engineer Jay Keillor of Land Engineering Associates of Monroe presented plans

for the project. Mr Keillor holds a financial interest in the development, Mr

Denlinger told P&Z members.

In a letter to the P&Z, Fire Marshal George Lockwood endorsed the developers'

plans to use an existing pond for firefighting, provided that additional

technical details on the pond are provided. If such details aren't

forthcoming, an underground water storage tank would have to be installed,

according to Mr Lockwood.

Mr Keillor said the developers have signed a town road work agreement

explaining what they will do to improve town-owned roads near the development

site.

Mr Keillor explained that beyond the construction of a new dead-end road for

the home sites, Bradley Lane will be widened to improve traffic flow. The

street width will be increased from 11 feet to 20 feet, he said.

Stormwater drainage along Bradley lane will be improved, he added.

The developers will be especially careful not to disturb existing stone walls

and a scenic barn, he said.

"It's a very pretty area, a very pretty road," he said of Bradley Lane.

A few dead maple trees will need to be cut down and some utility poles

relocated as part of the development project, Mr Keillor said.

The proposal pending before the P&Z marks the final development stage of what

formerly was the Metcalf estate, he said. The first phase of the development

was done in 1989-90.

Mr Denlinger noted that various comments on the proposal which had been made

by Town Engineer Ronald Bolmer are all technical in nature and wouldn't

prevent resubdivision of the 30 acres.

When P&Z Chairman Stephen Koch asked for public comments on New England

Heights, there were none.

P&Z members continued the public hearing on the resubdivision request until Mr

Bolmer can review some revised mapping for the proposal and make technical

comments.
