Hearing Set On DPUC Land Sale
The state Department of Public Utility Control (DPUC) has scheduled a public
hearing on the proposed sale of land in Dodgingtown from the Connecticut Light
and Power Co (CL&P) to two private individuals.
The hearing is scheduled for 10:30 am on February 13 in Edmond Town Hall.
CL&P, a public utility whose business is regulated by the DPUC, is seeking
permission to sell 11.1 unimproved acres it owns in Dodgingtown on Route 302
near Rock Ridge Country Club to Mary Ann Murtha and Beverly Setz. The property
is located at 230-234 Sugar Street and at 2-6 Dodgingtown Road.
State law requires public utilities to first offer the surplus acreage they
want to sell to governments, but because no governments were interested in the
parcel, the CL&P proposes the private sale of the land.
DPUC spokeswoman Beryl Lyons said the DPUC monitors such sales of land owned
by public utility companies to ensure that the utility's ratepayers are
protected; to make sure that the land to be sold isn't needed for other public
utility purposes; and to ensure that fair prices are paid for the land.
The DPUC also oversees public utilities' accounting practices in monitoring
independent sales of land, she said.
In an appraisal performed for CL&P one year ago, Lesher-Glendinning, Inc,
found the value of the residentially-zoned acreage to be $210,000, Ms Lyons
said. The highest and best use of the land was determined to be a nine-lot
residential subbdivision, she added.
