Public Asked To Comment On Town Charter

The commission which has been formed to review the town charter will conduct a
public hearing at 7:30 pm on Thursday, February 1, in the Alexandria Room at
Edmond Town Hall.
The meeting has been called to solicit suggestions by residents on possible
changes in the charter, the document which establishes the structure and
operation of the town government.
"We want to hear from as members of the public as possible," said K. Michael
Snyder, chairman of the Charter Revision Commission. "The charter is only
reviewed every five years. It's the guide to how we govern the town so people
should have input."
This meeting is specifically for the public, Mr Snyder said, because the
commission intends to meet later with town officials and elected and appointed
boards and commissions. Any topic related to the charter is open for
discussion, Mr Snyder said.
Legislative Council appointed the 12-member Charter Revision Commission in
November and directed it to look into 18 possible areas of change in the
existing town charter, although the commission has the power to recommend that
the entire charter be rewritten. The commission includes six Republicans, five
Democrats and one unaffiliated member who were selected on the basis of
resumes and interviews conducted by a council subcommittee.
The charter has 16 months to complete its work and report back to the council.
Among the areas that the council asked the commission to review are:
Should the term of office for such positions as first selectman, Board of
Selectmen, Legislative Council and town clerk be four years instead of two?
Should the town clerk be appointed instead of elected?
Should the town give more authority to the Board of Selectmen or eliminate the
board in favor of a town manager/council or first selectman/council form of
government?
Should the members of the Legislative Council be elected at large rather than
by district?
Should the number of members of the Board of Education be changed or should it
be elected on a non-partisan basis?
Copies of the town charter are available at the town clerk's office at Edmond
Town Hall.
