Council Clears The Way For A Charter Review
The town is looking for volunteers to serve on a charter review commission.
The Legislative Council last week voted unanimously to create a commission to
look at the charter and decide whether it should be amended. The charter,
which was first adopted in 1961, was last amended in November 1991. Its
provision specify that a charter review commission must be convened within
five years after the last commission submitted its report.
"It usually takes a year to 18 months to get the work done," explained Council
member Joseph Borst, who is chairman of the administrative subcommittee.
Mr Borst said the council should seek resumes from individuals who would like
to serve on the ad hoc committee.
"The commission will be charged with looking at those areas we want to see
addressed as well as addressing others that the commission members believe
should be addressed," he said.
"We also should ask people in general if they think there should be changes to
the charter," added Council Vice President Melissa Pilchard.
First Selectman Bob Cascella has often said he would like to see a charter
review commission convened. He said the budget process specified in the
charter is cumbersome and the annual town meeting has outlived its purpose.
The process of electing the school board also has been criticized because in
most elections both political parties put up only as many candidates as there
are seats, thus giving voters no real choice.
Mr Borst, Mrs Pilchard, Pierre Rochman and Joseph McGowan volunteered to serve
on the council committee to find persons for the charter review commission.

Hall, 45 Main Street.
