Developers Submit Road Work Agreement
Developers of the proposed Forest View Estates have submitted a road work
agreement to the Planning and Zoning Commission (P&Z) explaining what work
they would do to improve town roads in connection with the residential
development project.
Paugussett 34 Partners, LP, attended an October 17 P&Z meeting to discuss the
development proposal.
The partners want to create five house lots on 12 acres at 26-32 Paugussett
Road in Sandy Hook. The work involves the resubdivision of an existing lot.
The P&Z conducted a public hearing on the proposal September 26. It kept that
hearing open until October 17 to accept the road work agreement, which was
negotiated between the developers and the selectmen.
In recent months, the selectmen have required developers to reach road work
agreements with the town specifying how the developers will improve town roads
in connection with land development projects.
Jay Keillor of Land Engineering Associates of Monroe, representing Paugussett
34 Partners, has said the developers plan to build a 600-foot-long section of
new road. The development would consist of three frontage lots and two rear
lots. Mr Keillor said the subdivision shouldn't cause any drainage problems on
neighboring properties.
At the September 26 public hearing, Dan Paynter, a resident of nearby Skytop
Drive, said there are icing problems in the area in the winter. Mr Paynter
called for the installation of more drainage than proposed by the developers.
Mr Paynter also asked that the proposed new homes have wooden siding instead
of vinyl siding.
Mr Keillor then responded that the developers have already agreed to install
the drainage specified by the town engineer.
The developers aren't responsible for drainage uphill of their property, Mr
Keillor said.
The P&Z has until late December to act on the subdivision request.
The developers asked that the P&Z act on the development proposal as soon as
possible to expedite their project.
P&Z Chairman John DeFilippe said the agency will act on the project as allowed
by P&Z meeting scheduling. P&Z members will take action on the Forest View
Estates proposal as soon as possible, he said.
