Selectmen Appoint Constables
The Board of Selectmen reappointed seven regular constables last week to serve
two-year terms ending January 6, 1998.
One constable was not reappointed because the selectmen learned that the
charter allowed only seven constables, not the eight who had been serving for
the past two years.
"I think the town has appointed eight constables for years, but the charter
clearly says seven," First Selectman Bob Cascella said.
The discrepancy was noticed when the issue of special constables arose
recently. Unlike regular constables, some of the special constables who patrol
the lakes and the fish and gun clubs may not have had the required police
training. The question of the special constables was referred to the Police
Commission for review several weeks ago..
The regular constables who were reappointed this week include George E.
Blatin, Robert W. Connor Jr, Frank DeLucia, Thomas Goosman, Donald D.
Mackenzie, James R. Stiewing and Carl Swanhill. Under state statutes, these
constables can serve writs and other legal papers, transport prisoners and
have limited powers of arrest.
Special constables don't have the same duties and powers as regular
constables, but they do have limited powers of arrest and must receive the
same training, according to Town Attorney David Grogins, who investigated the
question.
