P&Z Approves Two Residential Subdivisions

The Planning and Zoning Commission (P&Z) has approved two residential subdivisions, one off Castle Meadow Road and the other off Swamp Road.
The P&Z acted on both applications at its March 16 session. The two subdivisions of property create a total of six building lots.
The P&Z approved an application by Samuel and Dolores Newman for a three-lot subdivision of 11.4 acres at 4 Castle Meadow Road.
The P&Z is requiring that the applicants post a performance bond in the amount of $99,450 to ensure the installation of a 30,000-gallon underground water storage tank for firefighting, for road work and stormwater drainage improvements, for the installation of building lot pins, and for the placement of permanent markers for open space and for pedestrian/bridle easements.
The P&Z requires such markers to be placed to permit potential homebuyers and the general public to identify protected areas.
The P&Z is requiring the applicants to ensure that a pedestrian/bridle easement on the 3.07-acre Lot 3 be made safely passable for horses and for passive recreational uses.
In other action at the March 16 session, P&Z members approved an application from Robert Bambino for a three-lot residential subdivision of 7.2 acres at 1 and 5 Swamp Road and at 361 and 365 South Main Street.
The applicant must post a performance bond in the amount of $1,950 for the installation of building lot pins and monuments.
Also, a shed on one of the lots must be removed or relocated so that it does not encroach a side yard setback.
The P&Z is requiring the developer to provide a fee in lieu of open space in the amount of $17,000. That fee is payable to the town in thirds as each of the three lots is sold. The town uses such fees for open space acquisitions elsewhere.
Also, the P&Z is requiring the applicant to preserve as much of an existing stone wall and healthy large trees as possible on the site as the lots are developed.
