Resubdivision At Valley View Approved

Planning and Zoning Commission (P&Z) members have approved a two-lot
resubdivision in the Valley View development, with lots fronting on Kent Road
and the section of Head O' Meadow Road extending from Castle Hill Road.
P&Z members approved the resubdivision without opposition in voting at a May 1
session.
In a discussion before the vote, P&Z member Thomas Paisley said there's
considerable concern among Head O' Meadow Road residents about water running
off the development site and onto Head O' Meadow Road.
"With the (steep) slope situation there, it's far from an ideal site to put in
a home," Mr Paisley said.
But P&Z member Heidi Winslow pointed out the water runoff situation is an
existing problem, adding that the applicant had informed P&Z members that
development work at the site would help the condition.
The developer plans to improve a drainage ditch to handle water runoff.
"This is a marginal building lot, at best," P&Z member Daniel Fogliano said of
the property that fronts on Head O' Meadow Road.
But the proposal meets the P&Z's development criteria, he added.
The resubdivided land known as Lot 6 is 5.9 acres. The lot will be known as
Lot 6-A and Lot 6-B. Lot 6-A has frontage on Kent Road and Lot 6-B has
frontage on Head O' Meadow Road.
P&Z Chairman Stephen Koch said the water runoff problem is a pre-existing
condition.
Although Lot 6-B is a "marginal" one, the land development is "doable," he
said.
While the property is difficult land to develop, it meets the P&Z's
regulations, Ms Winslow added.
On that note, P&Z members voted in favor of the two-lot resubdivision without
opposition.
The development plan approved by the P&Z was the second version of the
proposal presented by developer Joseph Scherpf. An earlier version was
withdrawn and a new version was submitted. In February, Mr Scherpf withdrew
his initial request to resubdivide Lot 6. That application didn't meet
applicable health department regulations concerning septic waste disposal
systems.
Kent Road is a relatively new dead end street extending from Castle Hill Road.
Mr Scherpf developed Valley View on Kent Road.
At a past public hearing on the resubdivision proposal, resident John Naglieri
of 96 Head O' Meadow Road said area residents are concerned about heavy water
runoff during heavy rains in the area proposed for the driveway.
Area residents are very concerned about protecting their homes and the quality
of their lives, he said. Head O' Meadow Road has been deteriorating due to
heavy water runoff after heavy rains, he said.
