P&Z Weighs Kent Road Resubdivision

Planning and Zoning Commission (P&Z) members are considering a second
application from developer Joseph Scherpf for a two-lot resubdivision of a
5.9-acre parcel with frontage at the end of Kent Road and at the end of the
section of Head O' Meadow Road extending from Castle Hill Road.
P&Z members took no action on the two-lot request for the Valley View
resubdivision following an April 17 public hearing.
Engineer Tracy Lewis of the Kasper Group represented Mr Scherpf before the
P&Z. Mr Lewis said the lot now known as Lot 6 would be known as Lot 6-A and
Lot 6-B. Lot 6-A would have frontage on Kent Road and Lot 6-B would front on
Head O' Meadow Road. Kent Road is a relatively new dead end street extending
from Castle Hill Road. Mr Scherpf developed the Kent Road subdivision.
Both proposed lots would exceed the minimum 2-acre zoning for the area, Mr
Lewis said. The property would be resubdivided into a 3.1-acre lot and a
2.8-acre lot.
The houses planned for the two lots would have four bedrooms each and would be
similar to those already built on Kent Road, he said.
"I think we've met all your regulations," Mr Lewis told P&Z members.
Resident Elyce Silkowski of 113 Head O' Meadow Road noted that water flowing
onto that road causes icing problems in the winter.
The driveway proposed for the lot fronting on Head O' Meadow Road would be
very steep, she said. Ms Silkowski said she's concerned that the blasting that
would be needed to build that driveway would damage nearby houses. Area homes
were damaged when blasting took place in the past, she said.
Resident John Naglieri of 96 Head O' Meadow Road said area residents are
concerned about heavy water runoff during heavy rains in the area proposed for
the driveway.
Residents are very concerned about protecting their homes and the quality of
their lives, he said, adding that Head O' Meadow Road has been deteriorating
due to heavy water runoff after heavy rains.
Melissa Pilchard, a real estate agent representing Mr Scherpf, said the
proposed building lots meet all applicable development rules.
In response to residents' concerns about the proposed resubdivision, Mr Lewis
said although some blasting will take place to build the driveway off Head O'
Meadow Road, Mr Scherpf will carry insurance for the blasting.
A drainage ditch will be improved in the area to handle water runoff, he said.
"I really don't think there's going to be a concern with water (runoff)," he
said.
P&Z action on the resubdivision request will come at an upcoming session.
In February, Mr Scherpf withdrew his initial request to resubdivide Lot 6.
That application didn't meet applicable health department regulations
concerning septic waste disposal systems.
